CoreLogic HVI November 2024.

CoreLogic's Home Value Index (HVI) rose by 0.3% in October, marking the 21st month of growth since February last year. This increase was mainly driven by mid-sized capitals, especially Perth, which saw a 1.4% rise. This growth offset decreases in other areas like Darwin (-1.0%), Canberra (-0.3%), Melbourne (-0.2%), and Sydney (-0.1%), as well as regional Victoria (-0.2%). As the housing market cools, the annual growth in national home values has slowed to 6.0% for the year ending in October, down from a peak of 9.7% in February.

So, what does the Executive Research Director of Asia Pacific think has most impacted the Australian housing market?

“A combination of less borrowing capacity and broader affordability challenges, as well as a higher-than-average share of investors and first home buyers in the market is the most likely explanation for stronger conditions across the lower value cohorts of the market.

The past three months has seen the lowest quartile either record a higher growth rate or smaller decline relative to the upper quartile or broad middle of the market across every capital city except Canberra.”

Understanding what the Autumn Budget means for you.

Rachel Reeves delivered her first budget as Chancellor and the first Labour Budget in 14 years.  It brings some clarity and certainty following many weeks of speculation. The government has had to balance a challenging fiscal situation with a plan to invest in the future and for growth.

The Chancellor has increased taxes by a record £40bn and increased borrowing to £127bn for this tax year.  Alongside the headline changes to minimum wage, fuel duty and increased spending for public services, several changes may affect you.

Capital Gains Tax

Amid much speculation, Capital Gains Tax (CGT) has been increased immediately to 18% for primary rate taxpayers and 24% for higher and additional rate taxpayers.  CGT on residential property remains unchanged.  This means that the power and value of tax-incentivised pensions and ISAs are even more significant, especially with the already reduced annual exemption and dividend allowance.

Inheritance Tax

The Inheritance Tax (IHT) threshold freeze of £325k (or £500k if it includes a residence left to a direct descendant) has been extended to 2030, meaning that more estates will be drawn into the IHT regime.

The first £1m of combined Business and Agricultural assets will be IHT free with values over this only benefitting from 50% relief.   Alongside increases to the Business Asset Disposal Relief on disposals to 14% in April 2025 and again to 18% the following year, many business, farmers and landowners may find themselves subject to IHT.  As was always the case, these assets should be considered together with other ways to plan for tax-effective intergenerational wealth transfer where the investor wishes to retain control over and access the planned assets.
